2026年6月14日より、在留カードとマイナンバーカードが一体化される新制度「特定在留カード」が導入されます。
■ なぜ変わるのか？
これまで外国人の方は、
・在留カード → 在留出入国管理庁
・マイナンバー → 市区町村
と、別々に手続きを行う必要がありました。
今回の法改正により、これらを一体化し、手続きの負担軽減と行政の効率化が図られます。
■ 特定在留カードとは？
在留カードとマイナンバーカードの機能を1枚にまとめたカードです。
■ メリット
・手続きが1回で完了
・カード管理が簡単
・住所変更などの手続きが効率化
■ 対象者
・中長期在留者
・特別永住者 ※住民基本台帳に登録されている方
■ 導入スケジュール
・制度開始：2026年6月14日（日）
・手続開始：2026年6月15日（月）予定‥6/14が日曜日のため
■ 注意点
・希望者のみ切り替え可能（義務ではありません）

[Scheduled for June 14, 2026] Integration of Residence Card and My Number Card (Specified Residence Card) called TOKUTEI ZAIRYU CARD
Starting June 14, 2026, “Specified Residence Card” will be introduced, integrating the Residence Card and the My Number Card into a single card.
■ Why is this change being made?
Until now, foreign residents in Japan have been required to complete each procedures separately at each administrative agency as follows:
- Residence Card → Immigration Services Agency
- My Number Card → Municipal offices (city/ward offices)
These processes will be integrated to reduce your separate administrative procedure at each office on residents and improve government efficiency.
■ What is the Specified Residence Card “TOKUTEI ZAIRYU CARD”?
It is a single card that combines the functions of both the Residence Card and the My Number Card.

- Mid- to long-term residents
- Special permanent resident

- System launch: Sunday, June 14, 2026 (Scheduled)
