出入国在留管理庁より、在留カード等の様式変更についてお知らせがありました。
令和8年6月14日に、「出入国管理及び難民認定法等の一部を改正する法律（令和6年法律第59号）」が施行されます。
この改正により、在留カードおよび特別永住者証明書（以下「在留カード等」）の様式が新しくなります。
主な変更点
これまで、16歳未満の方については在留カード等に顔写真は表示されていませんでしたが、
令和8年6月14日以降は、1歳以上16歳未満の方についても顔写真が表示されるようになります。
対象となる方は、在留カード等の申請・更新時に顔写真の提出が必要となる予定です。
令和8年6月14日より前に申請される場合
＜窓口にて申請の場合＞
令和8年6月14日より前に申請される（または既に申請済みの）方についても、任意で顔写真の提出を求められる場合があります。
＜在留申請オンラインシステムでの申請の場合＞
現在のシステムでは、16歳未満の方については顔写真の提出が不要となっているため、「顔写真添付欄」には顔写真不要者用データを添付しています。
しかし、令和8年6月14日以降は、1歳以上の方が申請する場合には、顔写真データの添付が必要となる予定です。
なお、6月14日以前に申請される場合は、「資料添付欄」での提出となる予定です。
すでに申請済みの方についても、追加提出書類（追完書類）として顔写真データの提出を求められる場合があるようです。

【Effective June 14, 2026】Changes to Residence Cards and Special Permanent Resident Certificates
The Immigration Services Agency of Japan has announced changes to the format of Residence Cards and Special Permanent Resident Certificates.
On June 14, 2026, the “The Act Partially Amending the Immigration Control and Refugee Recognition Act and Related Laws (Act No. 59 of 2024)” will come into effect.
Due to this legal amendment, the design and format of Residence Cards and Special Permanent Resident Certificates (hereinafter referred to as “Residence Cards, etc.”) will be changed.
Main Change
Until now, children under 16 years old did not have a facial photo displayed on their Residence Cards.
However,
from June 14, 2026, children aged 1 to under 16 years old will also have a facial photo displayed on their Residence Cards, etc.
As a result, eligible applicants will be required to submit a photo when applying for or renewing their Residence Card, etc.
If You Apply Before June 14, 2026
＜Applications at the Immigration Office＞
Even if you apply (or have already applied) before June 14, 2026, you may still be asked to voluntarily submit a facial photo.
＜Applications through the Online Residence Application System＞
Under the current system, applicants under 16 years old are not required to submit a facial photo. Therefore, a “No Photo Required” data file is currently uploaded in the photo attachment section.
However, after June 14, 2026, applicants aged 1 year and older will be required to upload facial photo data when applying online.
For applications submitted before June 14, 2026, the facial photo data is expected to be submitted through the “attach documents” section.
In some cases, applicants who have already submitted their applications may also be requested to additionally submit photo data as supplementary documents called “TUIKAN SIRYO”.
