日本の大学進学を支える奨学金制度について
日本で大学や専門学校への進学を目指している外国籍の学生さんの中には、
「学費が高くて進学できるか不安…」
「外国人でも奨学金は利用できるの？」
と悩んでいる方も多いと思います。
実は、日本では一定の在留資格を持つ外国籍の学生も、条件を満たせば学費支援制度を利用できる場合があります。
先日、出入国在留管理庁のFacebookでも案内が掲載されていました。
利用できる主な支援制度
① 給付型奨学金（返済不要）
返済する必要のない奨学金です。
世帯収入などの条件を満たすことで、毎月の奨学金を受けられる場合があります。
また、この制度を利用することで、大学等の授業料や入学金の減免を受けられることもあります。
② 授業料・入学金の減免
大学や専門学校などの授業料・入学金の負担を軽減する制度です。
支援額は、世帯収入や通う学校の種類などによって異なります。
③ 貸与型奨学金
卒業後に返済するタイプの奨学金です。
無利子・有利子の制度があります。
対象となる主な在留資格
対象となる可能性がある在留資格には、
- 永住者
- 特別永住者
- 日本人の配偶者等
- 永住者の配偶者等
- 定住者
などがあります。
また、一定の要件を満たした「家族滞在」の方も対象になる場合があります。

申込み時期に注意
高校3年生の場合、申込みは春頃（4月頃〜）から始まることが多いです。
学校を通して申請するケースが一般的なので、進学を考えている方は、早めに高校の先生や進路指導担当へ相談しておくと安心です。
また、進学後の4月〜／9月〜に申請できる場合もあります。
「入学できたけれど、学費の負担が大きい…」という場合も、まずは通っている学校へ相談してみることをおすすめします。
「知らなかった」でチャンスを逃さないために
外国籍の学生さんやご家族の中には、
「外国人だから利用できないと思っていた」
「制度があることを知らなかった」
という方も少なくありません。
日本には、学ぶ意欲のある学生を支える制度があります。

Scholarship Programs Supporting Higher Education in Japan
Among students with foreign nationalities who are planning to enter a university or vocational school in Japan, many may think or wonder:
“I can’t go to the university since the tuition fees are too expensive.”
“Can foreign nationals apply for scholarships in Japan?”
In fact, foreign nationals holding certain residence statuses may be eligible for financial aid programs if they meet the required conditions.
Recently, information about these programs was also shared on the official Facebook of the Immigration Services Agency of Japan.
Main Types of Financial Support Available
1. Grant-Type Scholarships (No Repayment Required)
These scholarships do not need to be paid back.
Students who meet certain requirements, such as household income criteria, may receive a monthly scholarship payment.
In addition, recipients may also qualify for reductions or exemptions of university tuition and admission fees.
2. Tuition and Admission Fee Reductions / Exemptions
This program helps reduce the financial burden of tuition and admission fees at universities, colleges, and vocational schools.
The amount of support varies depending on factors such as household income and the type of educational institution attended.
3. Loan-Type Scholarships
These scholarships must be paid bak after graduation.
Both interest-free and interest-bearing loan programs are available.
Eligible Residence Statuses (Visa type)
The following residence statuses may be eligible:
- Permanent Resident
- Special Permanent Resident
- Spouse or Child of a Japanese National
- Spouse or Child of a Permanent Resident
- Long-Term Resident
In addition, some students holding Dependent status may also be eligible if they meet certain requirements.

Check “Application Periods”
At 12the grade (High school seniors) : applications often begin in the spring (around late April).
In many cases, applications are submitted through the student’s school. Therefore, students planning to go to higher education should consult their teachers or career guidance counselors as early as possible.
There may also be opportunities to apply after enrollment, typically in April or September.
If you have already entered university or vocational school but are struggling with tuition costs, it is a good idea to consult your school about available financial aid programs.
