すでに導入がスタートしている「入国前結核スクリーニング制度」について
近年、日本において外国生まれの結核の患者数が増加傾向にあり、厚生労働省によると、令和６年の新登録結核患者数（10,051人）のうち外国生まれの患者数は1,980人とのことです。こうした状況を受け、日本でも 結核患者数が特に多い国から中長期で滞在する方を対象に、入国前結核スクリーニング制度が導入されました。
現在のところ、フィリピン、ベトナム、ネパールの国籍の方が「資格認定証明（COE）」、または在留資格認定証明書を取得せずに「ビザ」を申請する場合、「結核非発病証明書」の提出も必要です。対象国籍の方の申請の際にはご注意ください。
■ 対象となる人
対象国（フィリピン・ベトナム・インドネシア・ネパール・ミャンマー・中国）の国籍をもち、日本に中長期在留またはデジタルノマド等（特定活動53号・54号）で入国予定の方が対象。
※インドネシア・ミャンマー・中国についても対象となっていますが、実施日は未定
※現住所が対象国以外であることを滞在許可証で証明できる場合は対象外
※一部の制度（JET、JICA、EPA看護師・介護福祉士、特定技能など）は当面対象外
※中長期在留者（再入国許可（みなし再入国許可を含む。）を有する方は対象外
■ 制度内容の流れ
- 対象国の指定健診医療機関で診察と胸部レントゲンを受ける
- 結核でないと判断された場合、「結核非発病証明書」が発行される
- その証明書をCOE申請時（写し・スキャンデータ可）またはビザ申請時に提出する
★証明書の有効期間は原則として、結核健診実施日（胸部レントゲン撮影実施日）から１８０日。
■ 必要書類
対象国籍で現住所が対象国の申請者：結核非発病証明書（在留資格認定証明書交付申請の際は写し及びスキャンデータも可）
現住所が対象国以外の申請者：現在居住している国・地域の滞在許可証等の写し（スキャンデータを含む。）とともに説明書（フォーマットあり）
特段の事情で証明書を出せない申請者：「結核非発病証明書」の提出ができないことに係る理由書（フォーマットあり）

Japan Pre-Entry Tuberculosis Screening(JPETS）
“Pre-Entry Tuberculosis Screening System” has already applied in Japan
In recent years, the number of tuberculosis (TB) patients born outside Japan has been increasing. According to the Ministry of Health, Labor and Welfare, 1,980 patients among 10,051 newly registered as TB patients in 2024, were foreign-born. With this situation, Japan has started applying “Pre-Entry Tuberculosis Screening System” to foreigners from countries with a high number of TB cases, who will enter Japan with their stay in Japan for a mid- to long-term period.
As of now, nationals of the Philippines, Vietnam, and Nepal are required to submit a “TB Clearance Certificate.” when applying for a Certificate of Eligibility (COE) or when applying for a visa without obtaining a COE.
■ Eligible Applicants：This system applies to those who:
・Hold the nationality: Philippines, Vietnam, Indonesia, Nepal, Myanmar, China
・Plan to enter Japan for a mid- to long-term stay or under a designated activity (Digital Nomad: Designated Activities No. 53/54)
Notes)
※“TB Clearance Certificate” is not required for the nationalities of Indonesia, Myanmar, and China as of now though they are listed.
※If applicants who currently live in outside of the above eligible countries and prove your residence permit, the submission of certificate is exempt.
※Some programs (e.g. JET, JICA, EPA Nursing/Care Social Worker, Specified Skilled Worker, etc.) are currently exempt.
※Mid- to long-term residents with a valid re-entry permit (including special re-entry permits) are not subject to this system.
■ Screening Procedure
- Receive a medical examination and chest X-ray at a designated medical institution in the applicable country.
- If TB is not detected, ““TB Clearance Certificate.”” will be issued
- Submit this certificate when applying for a COE (copy or scanned data accepted) or when applying for a visa.
Validity：The certificate is valid for 180 days from the date of the chest X-rayed
■ Required Documents
*Applicant who has the designated nationality and currently lives in the designated countries: TB Clearance Certificate.
*Applicant who has the designated nationality and currently lives outside of the designated countries: Copy of the residence permit (including Scan Data) + an Explanation Form (Format available)
*Applicant who cannot submit the certificate some special reason: “Letter of Explanation for Non-Submission of Tuberculosis (TB) Clearance Certificate” (Format available)
